My contractor abandoned my basement without finishing it, their tools is still in my house please let me know ?

and their tools is still in my house, what do i need to do to get back the money that i have given to the contractor. also ii there any website that shows construction contract, in case he comes back and get his tools? please let me know thank you

If you did not sign a contract with him; there is nothing to enforce, contractually. Then small claims court becomes an option to recoup some of the $ (for next time, always pay in increments with the bulk upon completion--never up front). If the contractor is licensed, you can report him to the state contractors board. If he is unlicensed, you are really without much recourse except court/lawyer. As to the tools; you should try & hold them because he can sue you for stealing his tools (yes, he can)--collateral for a job not finished is not enforceable. Notify him you have his tools & wish to discuss refund etc. Keep a copy of whatever means you contact him (email or letter is best)--documentation for court. Also pictures of the unfinished work.
